Reduction of Eligibility Period for RCA, ECA and TCVAP Cash Assistance

This All County Welfare Directors Letter,  released on Friday, May 2nd , provides guidance to counties regarding the change to the RCA, ECA , and TCVAP eligibility period.

RCA will be reduced from 12 to 4 months only for individuals with eligibility start dates on or after May 5, 2025. As a result, ECA and TCVAP Cash Assistance eligibility periods are also being reduced from 12 to 4 months for individuals with eligibility start dates on or after May 5, 2025. All RCA and ECA recipients whose eligibility start date is prior to May 5, 2025, continue to be eligible for up to 12 months of RCA and ECA benefits. All TCVAP Cash Assistance recipients who apply for benefits prior to May 5, 2025, continue to be eligible for up to 12 months of TCVAP Cash Assistance benefits.
